Why local news broadcasts HD programming lighter than the network?

I have DishNetwork HD and 1080i HDTV. Network and ABC broadcasts in primetime are clear in HD. But watch out for the local affiliate of the ABC is much clearer. Does anyone know why?

    Dish Network uses the standard MPEG-4 local channels, which is more efficient than traditional MPEG-2. This could be one reason.
